Connecting Europe Facilities - CEF

Main features

  • Investments in infrastructures, not necessarily innovative
  • Definitely ambitious projects, which can even reach a few hundred million euros


The Connecting Europe Facility (CEF) programme comprises several sectors, each with specific objectives to promote and finance infrastructure and connectivity projects at a European level: 

  • CEF Energy: this sector focuses on financing trans-European energy networks. The objective is to facilitate investments in the construction of new cross-border energy infrastructures in Europe or the improvement and enhancement of existing ones. The planned budget, for the period 2021-2027, amounts to € 5.84 billion;
  • CEF Transport: it finances infrastructure projects to improve the connectivity and efficiency of transport in Europe. It supports investments in the construction of new transport infrastructures or the renovation of existing ones. The planned budget amounts to € 25.81 billion;
  • CEF Digital: this area is overseen by the EU Executive Agency for Health and Digitalisation.


The non-repayable grant can reach up to 85% for the study and design phase while it aligns between 10% and 40% for infrastructure and plant investments.

The Call provides for the possibility of co-financing project proposals with the Blending Operation mechanism: a combination of non-repayable fund and loans from public or private financial institutions.


Timetable for submitting projects

The projects must be presented in the simplified first instance to Mims (Ministry of Infrastructure and Sustainable Mobility) with the following deadlines:

  • October 20th 2022
  • March 16th 2023
  • August 29th 2023

Subsequently, the projects must be submitted to the European Commission with the following deadlines:

  • November 10th 2022
  • April 13rd 2023
  • September 19th 2023


Interreg

Interreg Europe is an EU-funded interregional cooperation programme that aims to reduce disparities in the levels of development, growth and quality of life across Europe's regions.

It is extended through 2027 and provides €379 million.


Main features

-  Projects that support good practices, definition of policy models with the involvement of the public sector

-  Projects around € 2-3 million
